CHARLES F. SPRAGG, 88, of Richmond, Oh, passed away Sunday, August 23, 2009 in Lancia Villa Royale, Steubenville. He was born in Waynesburg, PA, June11, 1921, a son of the late Ira and Pearl Blacka Spragg. He is also preceded in death by his wife, Ethel M.(Fouts) who died in 2002; and by 2 brothers, Robert Earl and Thomas Allen Spragg and two sisters, Edna Spragg and Margaret Riggs. He was a retired cement finisher out of Local #39, Wheeling, WV. He is survived by several nieces and nephews. He was a US Army veteran of WWII, attended the Christ United Methodist Church, and was a member of the Unionport Masonic Lodge #333, a 32nd degree member of the Valley of Steubenville Scottish, the Waynesburg American Legion Post 330. Friends may call at the Everhart-Bove Funeral Home, 110 West Main St., Richmond on Tuesday from 5 until 8 PM. Funeral services will be held at 11 AM Wednesday with the Reverend James Stafford officiating. Burial will follow in the East Springfield Cemetery.
