Francis E. "Buzz" Elliott, 84, of Richmond, Ohio, passed away on December 12, 2023. He was born on April 7, 1939, in Steubenville, Ohio, to the late Charles Elliott and Helen (Shook) Capen. In addition to his parents, Francis is preceded in death by his son, Richard Elliott; his brothers, Gibby, Jr, and Gary Elliott; and his sisters, Sis Everhart and Charmaine Mieczkowski.

Francis was a previous member of the village council in Richmond. He retired in 2015 from Richmond Mill.

He is survived by his wife of 63 years, Shirley (Roth) Elliott; his son, Jeff (Cristy) Elliott; his daughter, Debbie (Bob) Bailey; his brother, John (Sammi) Elliott; his sisters, Mary (Dave) McCoy and Susan Sealey; his daughter-in-law, Jan Elliott; his brother-in-law, Henry Mieczkowski; his grandchildren, Kylie (Jon) Eick, Kevin (Alissa) Bailey, Kayla (Tommy) Evans, and Darci Richardson; his great grandchildren, Landen Bailey, Avery Bailey, Lilly Evans, Parker Evans, and Nate Eick; and his several nieces and nephews.

Friends will be received for visitation at the Everhart-Bove Funeral Home, 685 Canton Rd, Wintersville, Ohio, on Thursday, December 14, 2023 from 5-7 P.M. A funeral service will be held the following day, Friday, December 15, 2023, at the funeral home at 1 P.M. with Pastor Bill Westling officiating. Burial will follow at Richmond Union Cemetery.
