Phyllis Foreman 78, of Wintersville, Ohio passed away Saturday, June 19, 2021 at Valley Hospice Care Center. She was born March 21, 1943 in Baltimore, MD, a daughter of the late Joseph and Catherine "Cecelia" (Clancey) Orbovich. In addition to her parents she was preceded in death by her husband, Jason B. Foreman; brother, Bernard Orbovich.

She proudly served many years on Wintersville Village Council and numerous other organizations. She was retired from Ohio Dept. of Human Services.

Phyllis is survived by her daughter, Amanda (John) Marshall; brother, Leonard (Cathy) Orbovich; grandchildren, Ian Marshall, Cullen (Mijin) Marshall, Alanna (Jacob) Allen; great-grandson, Noah.
