Shirley Ann Lowe, 84, of Toronto, OH, passed away September 14, 2019 at Valley Hospice, Steubenville.

She was born January 15, 1935 in WV, a daughter of the late Edna Rouse.

In addition to her mother, she is preceded in death by her husband, Arlie Lowe; daughter, Sandra Mullins; granddaughter, Emily Ruthann Hartline; and brother, Robert Barker.

Shirley is survived by her daughters, Donna (Mike) Hennis and Brenda (Carl) Hartline; grandchildren, Brian (Julie) Lowe, Greg Keenan, Jason (Ronnie) DuBal, and Carly Hartline.

Per Shirley's wishes there will be no services.
